ok eBay/paypal experts.....is there a way to change "owner"?

The eBay and paypal account I have used for years was started in conjunction with another person -- we worked it together but it was in her name. Now things have changed. She moved to another state a couple of years ago and neither of us used it. But we have significant feedback and all is intact should we restart. Now I am wanting to get back in the game. She's out. I want to transfer the existing accounts to my name. I was able to change the mailing address. But on the Paypal account I can't change the bank info or credit card info. The form only allows her name and wants to verify her address as credit card owner.

Shouldn't there be a way for partners to change?
