Anyone here help me identify a mark? I've tried everything.

Anyone here help me identify a mark? I've tried everything.
I have a pair of very Rococo candlesticks. I believe they are Sheffield but that is up for question. The plate is so worn that the exterior looks like base metal. The only silver that shows is on the underside of the Bobeche. Some copper shows on the base.

These were given to me by my mother who never knew what whet were either,
The Mark:
On the base is a 2" impressed circle. On the outside row of the circle are the words: Manufactured by
T. & E. Wharton
Within the next inner circle: Protected by Act of Parliament.
The very middle of this looks like the coat of arms of Queen Victoria. The coat of arms is about 1" X 1".

No other marks on either candlestick.. I've tried every combination of keywords and have come up empty handed.
Anyone seen a mark like this before? Without doubt, these are the fanciest c/sticks I have ever seen for this size.
I can't say they are pretty but they certainly are interesting.
Any guidance would be helpful.

5. Amazing..how did you do it? These are the c/sticks but the ones
shown do not have the bobeche. Otherwise they seem to be an exact match.
I researched forever and found nothing. Now, If I could only afford to join the site to see the sale price, it would be great. Anyone here belong?

Thank you Whoa Nelly, I appreciate the help. I am going to consign them to a local shop and would love to have a ball-park figure...which I would price lower that auction.
