CARACAS, Feb 7 (Reuters) - Tens of thousands of Venezuelans streamed through the streets of Caracas on Saturday to protest leftist President Hugo Chavez's second attempt to change the constitution to let him govern as long as he wins elections.

Opinion polls gave a slight lead to Chavez before a Feb. 15 vote on whether to allow the president and other politicians to run for re-election as many times as they like in South America's top oil exporter.

Voters rejected a similar proposal in 2007.

The march, under the slogan "No is no" and led by anti-government students and political parties that say Chavez will turn Venezuela into a version of communist Cuba, was the largest by the opposition in more than a year.

4. Venezuela behind on payments to oil contractors

CARACAS, Venezuela – Venezuela's state oil company is behind on billions in payments to private oil contractors from Oklahoma to Belarus, some of which have now stopped work, even as President Hugo Chavez funnels more oil revenue to social programs.

Petroleos de Venezuela SA, or PDVSA, says unpaid invoices jumped 39 percent in the first nine months of last year — reaching $7.86 billion in September. And that was when world oil was selling for $100 a barrel.

With prices plummeting by more than half, PDVSA is trying to renegotiate some contracts. But analysts say hardball tactics to reduce charges from crucial service providers could backfire by lowering Venezuela's oil output. And foreign debt markets are reflecting jitters about Venezuela's finances.

Mérida, January 28, 2009 (venezuelanalysis.com)-- 31 Colombians, presumed to be paramilitary forces, were detained in the Caracas suburb of Petare, the Venezuelan vice president Ramon Carrizalez announced yesterday.

He said they are investigating the motives of the 31 Colombians' presence. "It is part of an ongoing process that is based on an investigation we have been conducting for some time," he said.

Carrizalez informed that they had seized weapons, grenades and, two kilograms of explosives in the city of Maracay, near Caracas. "The fact that paramilitaries have entered Venezuela isn't a fantasy."

On January 17 six other presumed paramilitaries were detained in Maracay, Aragua state, along with the above-mentioned weapons, and were to be deported back Colombia pending a response from the International Police (Interpol).

8. Wow, not again! This happened a year ago in December when they were up for the referendum

on all 69 separate issues.

I recall so clearly we talked about it here, in the Latin America forum at the time. They had false I.D.'s, a bunch of cars which didn't check out, they had a whole lot of weapons with them. The story didn't make it to our media, was only available in Latin American Spanish language newspapers.

Venezuela's Chavez creates new intelligence agencies

CARACAS, Venezuela (AP) - President Hugo Chavez is revamping his intelligence agencies to counter what he calls U.S. attempts to undermine his government.

Four new spy agencies will replace the current DISIP secret police and DIM military intelligence agency, Interior Minister Ramon Rodriguez Chacin said Thursday.

A new law has established the General Intelligence Office and the General Counterintelligence Office, both overseen by the Interior Ministry, plus similar military intelligence and counterintelligence components,
