Castro calls rare Cuba communist party congress
Cuban President Raul Castro has called the first congress of the ruling Communist Party in 14 years.

He said the congress, to be held in April next year, would address Cuba's economic problems.

Since taking over from his brother Fidel in 2006, Raul Castro has taken steps to reduce the state's almost total control of the economy.

"The sixth Congress will concentrate on solving problems in the economy, on the fundamental decisions on updating the Cuban economic model, and will outline the economic and social policy of the party and the revolution," President Castro said.

2. FYI, one person cannot "call a congress".
It takes a vote of approval by the membership to make that happen. President Castro has announced it.

The devil is in the details. ;)

3. I think something must've got lost in translation
from an original report. I suspect the original in Cuban/Spanish probably said "announces" in as much he announced it during a meeting with his Hugo Chavez.

I found this which expresses it in that way:

Havana, Nov 9 (Prensa Latina) The Cuban Communist Party will hold its sixth congress in April 2011, as well as a national conference, Cuban President Raul Castro announced.

The April congress will coincide with the 50th anniversary of the Bay of Pigs victory in 1961, and the proclamation of the Cuban Revolution's socialist character.

10. Update : Cubans to Discuss Draft Economic-Social Policy Guidelines
Havana, Nov 9 (Prensa Latina) The Communist Party of Cuba (PCC) has begun circulating the Draft Economic and Social Policy Guidelines to be discussed during the 6th congress of the organization, scheduled to be held in April 2011.

The document, available to the population as of today, as announced by Cuban President Raul Castro, includes elements to be discussed by the PCC congress regarding the model of economic management and the monetary, foreign exchange, tax and price policies to be followed in Cuba.

It also sets for debate future guidelines in foreign trade and investment, agro-industrial, industrial, energy, tourism, transportation, science, technology and innovation and domestic trade policies.

The draft document, which will not only include the opinions of PCC members, but of the population in general, has a section about social policy in education, health, sports, social security, culture, and employment and salaries.
