Countries such as Zimbabwe, Angola, Bangladesh, Burundi, Cote d'Ivoire and Libya were ranked in the last positions of the ranking but better placed than Venezuela.
The ranking was headed by Sweden, Finland, Singapore, Switzerland, Norway and New Zealand. The best ranked Latin American countries were Chile (28), Puerto Rico (33), Uruguay (44), Costa Rica (50), Brazil (64) and Colombia (75).

With regard to Venezuela, the report stressed that the deterioration of issues such as control of corruption and the urgency shown by Venezuelan court to resolve cases, including those related to crimes and violence affected Venezuela's placement in the rankings.
