Events Considered to be Changes in Family Status
Generally, a change in family status is an event that adds to or decreases the number of your family members. Certain other events are also considered changes in family status. The following events are considered a change in family status for health benefits purposes:
your marriage, including a valid common law marriage (in accordance with applicable State law);
Employing Office Responsibilities
Your employing office is responsible for making decisions about whether a family member is eligible for coverage. If the carrier of your health benefits plan has any questions about whether someone is an eligible family member, it may ask you or your employing office for more information. The carrier must accept your employing office's decision on your family member's eligibility.

Health – Federal Employees Health Benefits (FEHB) Program
Same sex partners are not eligible as a family member under your enrollment in FEHB. Public Law 104-199, Defense of Marriage Act, states, "the word 'marriage' means only a legal union between one man and one woman as husband and wife, and the word 'spouse' refers only to a person of the opposite sex who is a husband or a wife."
Dental or Vision – Federal Employees Dental and Vision Insurance Program (FEDVIP)
Same sex partners are not eligible as a family member under your enrollment in FEDVIP. Public Law 104-199, Defense of Marriage Act, states, " the word 'marriage' means only a legal union between one man and one woman as husband and wife, and the word 'spouse' refers only to a person of the opposite sex who is a husband or a wife."
Life – Federal Employees' Group Life Insurance (FEGLI) Program
Per Federal law
, same sex marriages or civil unions are not recognized by the FEGLI Program. However, you can designate anyone to be the beneficiary of your life insurance by completing SF 2823 “Designation of Beneficiary”. Please refer to the FEGLI Handbook more information.
Flexible Spending Accounts – Federal Flexible Spending Account Program (FSAFEDS)
FSAFEDS follows the Defense of Marriage Act PL 104-109. Expenses incurred by your same sex partner are not eligible expenses under FSAFEDS.
Long Term Care – Federal Long Term Care Insurance Program (FLTCIP)
Your same sex partner is not eligible to apply for FLTCIP coverage. This determination is based on the Defense of Marriage Act of 1996.
