State-Level Data Show Recovery Act Protecting Millions From Poverty

Act Also Saving and Creating Jobs, Boosting Economy

While the recession is expected to drive states’ poverty rates up for 2009, new analysis based on Census data shows that the American Recovery and Reinvestment Act of 2009 (ARRA) is keeping large numbers of Americans out of poverty in states across the country. In addition to boosting economic activity and preserving or creating jobs, the recovery act is softening the recession’s impact on poverty by directly lifting family incomes.

The Center’s analysis, which covers 36 states and the District of Columbia, examines the effect on poverty of seven ARRA provisions: the expansion of three tax credits for working families, two provisions that strengthen unemployment insurance assistance, a provision that boosts food stamp benefits, and a one-time payment for retirees, veterans, and people with disabilities.<1> Nationally, these provisions are keeping more than 6 million Americans out of poverty and reducing the severity of poverty for 33 million more. (These figures include both people whom ARRA has lifted out of poverty and people whom ARRA has kept from falling into poverty.)

These estimates are conservative. The seven provisions examined cover only about one-fourth of the recovery act’s total spending. The remainder of the act contains an array of provisions that also have an effect on poverty either through direct job creation or through increased spending (on areas such as education, health care, and housing) that leads to more consumer demand in the economy, which in turn preserves or creates jobs. The Congressional Budget Office has estimated that the legislation as a whole had increased employment by 600,000 to 1.6 million jobs as of September 2009 and is expected to boost employment by 900,000 to 2.3 million jobs by the fourth quarter of this year.<2>

Moreover, this analysis does not capture the full anti-poverty impact of the seven provisions it examines. It considers the provisions’ direct effects on the incomes of the families that receive added income or benefits as a result of these provisions, but not the provisions’ additional effects on the economy and private-sector employment. For example, increased jobless benefits or food stamps preserve private-sector jobs in a recession by enabling consumers to continue purchasing goods and services they otherwise could not have afforded. That additional spending, in turn, ripples through the economy, helping stores and companies to stay in business and avoid steeper layoffs and reductions in work hours, and thereby averts larger increases in poverty.

Act Also Reduces Severity of Poverty for Millions of Americans

In addition to keeping more than 6 million Americans out of poverty in 2009, ARRA is reducing the severity of poverty for 33 million additional Americans who are poor by lifting their incomes, typically by more than $700. Due to data limitations, these figures are conservative and underestimate the number of people that the seven ARRA provisions examined here have helped in 2009.

Estimating Antipoverty Impact of Recovery Act Provisions

Congress designed the recovery act to reach a wide spectrum of low-, moderate-, and middle-income Americans. Policymakers took care to include provisions that provide assistance to low-income families, not only because they stand the greatest risk of hardship during downturns but also because of evidence that they are the most likely to spend quickly whatever money they receive, thereby pumping more money back into the economy in a timely manner.

Our analysis considers seven of the act’s temporary provisions, totaling $205 billion over five years:

  • a new Making Work Pay tax credit of up to $400 for workers ($800 for a couple) earning up to $95,000 ($190,000 for a couple);

  • an expanded Child Tax Credit for lower-income working families with children;

  • an expanded Earned Income Tax Credit, including increased tax-credit benefits for a working family with three or more children and for married families to lessen the marriage penalty the EITC can otherwise impose;

  • additional weeks of emergency unemployment compensation benefits (paid after a worker’s 26 weeks of regular state unemployment benefits expire);

  • an additional $25 per week for unemployed workers to supplement their unemployment benefits;

  • a $250 one-time payment to elderly people and people with disabilities who receive Social Security, SSI, or veterans’ benefits; and

  • an increase in food stamp benefit levels.
The state-by-state findings presented here build on a Center analysis released in September 2009, which focused on figures for the nation as a whole as well as five large states. Details of the methods used here are described in the appendices of that report. <3>

I just, ya know, don't know what to tell them.

Unless or until we have a revolution, we have to have some kind of goddamn working economy.

Of course we have to have a sustainable one, too, but bitching about the stock market doing well is just ignorant.

Listening to Krauthammer bitch for the zillionth time how partisan the stimulus bill was, when I know full well there significant recessions made to get Republican votes...

That said, it looks like most of what this study is pointing to as having benefitted the lower income people were old fashion reforms we've known about for ages. Extending unemployment benefits being a big one. And, the tax credits. Was that part of the compromise that had to be made to get the Republicans votes? I'm not saying, I'm asking. I'm not up on details like that.

But, noticeably, it says nothing about those government hand-outs you go and see how many billions they're awarding as contracts. That's the part of the bill I'm highly skeptical of. Where the government is deciding specifically who does and does not get the money. It's not given out based on classes of people. Where despite who you know, you still get the money. That government awarded money reeks of corruption to me. No, I have no proof. Just government handing out money to specific people, it just smells.

..... and his views that the stimulus money should have been for a 21st Century WPA. When I asked him if he'd noticed the work being done with using stim. money to repair the dam near our house, he just kinda had this puzzled look on his face.

Look, you guys. How about a little consistency. Every time someone posts a complaint about HCR, this contingent leaps in to "inform" everyone about "how it works". The crowd derisively chides everyone on DU with the meme that the president has no control over congress, that the congress does all the writing, that the president doesn't pass laws. We are to blame Congress for the lousy health care bill.

So if Congress is to blame for the bad bills by this group's thinking, shouldn't they get credit for the good ones? Do you begin to see why so many of us just pay no attention to the WH press release posters who have no moral or philosophical center, but only trumpet campaign like boosterism. That is just fine. It's just not constructive or informative.

For the record, I know this was Obama's proposal. It was his idea and he got his men to push it through. I sent an email thanking him three months ago. It is a good thing and a progressive ideal. I wish he would have done the same with health care.

So how about a round of applause from you and the others here for the 111th. They are the group you say really is in charge.

The Act of Congress was based largely on proposals made by President Barack Obama and was intended to provide a stimulus to the U.S. economy in the wake of the economic downturn. When your ready to deal in reality, feel free to read the wiki article on it.

much like all bills, a senate and house version were both created and sponsored by congressman. Both were based on proposals made by Obama.

You have an enormous ego. I don't know you except for the typing you do here. I lump you in because you consistently join in with the Complainers-Are-Haters crowd and voice views that seem to suggest that Obama has never done anything less than perfect. If you, indeed, can list a few items where Obama as disappointed you and where you agree with the more progressive posters here on DU, I will be more than happy to admit that I was wrong. Can you list the items where Obama has not done well in your opinion?

The reply that you decided showed how much I hate you (ego man, ego) was a general post regarding the inconsistency of the "usual group".

I notice that, as usual, you fail to address the issues of the post - the concept of presidential activism in promoting an agenda and the lack of it in Obama's approach to HCR. Do you have anything to say about that?

I notice that you also have difficulty telling the difference between left wing and right wing, liberal and conservative. You wish to lump me in with the republicans because you hate me? How does arguing that Obama is too conservative make me a republican? There is not enough room here for me to explain the differences between liberal and conservative philosophy here. You can read up on it or have the local high school government teacher explain it to you. We'll just leave it with the advice that if you want to "'lump" me with a group that you can "hate", it would be better if you followed some of the more consistent members who have taken to making "progressive" and "far left" into pejorative terms. It would show you understand politics and it would be accurate to label me as either.

And this time, if you choose to reply, please at least attempt to address the issues under discussion.

Just because you can't address an issue (or can't recognize one) doesn't mean there isn't one there. Which is it? Unable to defend your point or just lacking any grasp of what you say?

You are embarrassing to the group you try to support. You break the rules of the site you say you love. You never, never, never, never respond to questions. You never ask questions. You always attack when you are called out for one of you silly statements. No wonder you hate me. I must be your worst nightmare - a thinking person who sees through you.

If you are going to get this bent up every time you are called on your lack of focus and seemingly endless blather, you will need to put half of DU on ignore. Then you can blissfully snark on, smugly convinced that your lack of information and clueless rejoinders are making you look cool.

This wouldn't be hard. Just address the issues of a post once in a while. You never addressed the concept of who gets credit for good legislation and who gets blame for bad legislation.. You still indicate a complete blank on the whole conservative/liberal thing. Show us you understand something and you won't look so bad. I don't mean to beat up on you. You obviously have a lot of passion, but you really need to tie that to some cogent thought and meaningful discussion. In the beginning of this foray, you responded to my suggestion that the 111th Congress might well deserve praise for the legislation that the OP credited to Obama. Most of the gang you so much want to join were thoughtful enough to leave my post alone since they could see that they had no defense for the position that Obama should get credit for this and not blame for other things. So they just sat on their mice. But you jumped in with a mighty squeak. They when called out, you tucked into the argumentative equivalent of a fetal crouch by calling anyone who points out your inconsistency a republican. So clueless. So obvious.

You need to stop responding or learn to think. That way your feelings won't get hurt so badly.
