Late this morning, President Obama proposes new fees on banks that received federal bailout funds, as explained by USA TODAY's Paul Wiseman. The White House calls it a "financial crisis responsibility fee."
This afternoon, Obama speaks at the opening of the White House Forum on Modernizing Government.
And late this afternoon, the president travels to Capitol Hill to speak at a House Democratic retreat.
One of their subjects: Health care. Obama and Democratic congressional leaders claimed major progress after marathon talks yesterday at the White House.
