Obama's day: Bank fees, modernizing government, House Democrats

Late this morning, President Obama proposes new fees on banks that received federal bailout funds, as explained by USA TODAY's Paul Wiseman. The White House calls it a "financial crisis responsibility fee."

This afternoon, Obama speaks at the opening of the White House Forum on Modernizing Government.

And late this afternoon, the president travels to Capitol Hill to speak at a House Democratic retreat.

One of their subjects: Health care. Obama and Democratic congressional leaders claimed major progress after marathon talks yesterday at the White House.

Obama will also continue supervising U.S. assistance to disaster-stricken Haiti. Here's a report on the catastrophe by USA TODAY's Marisol Bello, Brian Winter, and Donna Leinwand.

The U.S. and other countries have begun delivering supplies, despite destruction at Haiti's main airport, reports USA TODAY's Alan Levin. Meanwhile, as USA TODAY's Martha Moore tells us, Haitian Americans in this country anxiously await word about loved ones back home.
