Ok. Here is where we stand. We have a Democratic President, Senate 59/100 and House 256/435...
This is the greatest opportunity to vote, pass, and sign significant legislation since Monday.





My idea is this:


The US Senate must amend its own rules and change the filibuster process.


1) Six hours of continuous debate to sustain a filibuster.
AND
2) At any time for a call of cloture, the 40 Senators sworn and seated voting against cloture must represent at least 20 States. (40%)


If either requirement is not met, then a simple 50%+1 vote will enact cloture and lead to a final vote of the motion.

1. How many senators needed to amend their rules and change the process?
Once I know the answer, I'll tell you if what you are saying
is even possible.

2. During Bush v2.2, we were told that the 'Nuclear Option' would refer the question to the
Senate Parliamentarian. And if he was on the winning side, he/she would vote 'yes'.

4. I think 67 votes are needed to amend the rules,...
But I'm not positive and I don't have the time to research it now.
