Evan Bayh: Using reconciliation = "ramming it through"

On health reform, he argued that “Democrats who control Congress should pursue a more limited health-care overhaul measure that could achieve bipartisan consensus.” He opposes using reconciliation.

One option that shouldn’t be turned to, he said, is use of “reconciliation,” a procedure that could allow a health measure to move through the Senate with just 51 votes and no ability by opponents to use parliamentary tactics to block it.

“Just ramming it through on a solely partisan basis, particularly if you’re using reconciliation, well, I think that would be very difficult,” he said.

19. Yep. Let me do some explaining to see why I think this is likely.

The first objection people might raise is: why would the right wing of the party want to replace Obama? He gives them everything they want! He's a corporatist, etc.

My answer is: if the right wing of the party viewed Obama as one of their own, they would be more cooperative toward him to begin with. This HCR debacle is not a fight between the Democratic party and the Republican party. The republicans by having a standing policy of filibuster means that negotiation is really happening between within the democratic caucus. Obama has been pretty clear that he'll sign about any bill they put in front of him, so it's not as though he's holding out for good terms to sign something. The intransigence on this bill has come completely from the conservadems, who demand a lot because their saying "no" has been backed by the 40 republican Senators. You don't join a filibuster against your own guy. They must consider him some kind of opponent.

Furthermore Obama's decisions on the war, on HCR, and on the economy have alienated the left wing. This makes him vulnerable because it was the left wing of the party that was behind him in the 2008 primaries. It is unlikely that he can assemble that coalition again, and if an out and out conservadem like Bayh runs in 2012 he can easily assemble the coalition containing those "hard working American/ white americans" that the Clinton campaign rallied well enough that they could have pressed a brokered convention had she desired. So although there is talk of a leftist primary challenger, nobody could guess who would be able to do it. But a challenger from the right against a fractured left could take him down.

He is up for re-election.

I bet he thinks it is down because of the health care and that he needs to be against it. I bet that it is because he won't come out in support of it. Maybe more and more of his supporters are finding out that he has a conflict of interest with his wife on a few health insurance boards.

While they might not be as open as Bayh is, when push comes to shove, they've vote against any version of HCR that does not have at least some Repukes squarely on board.

40. I just read her platform and her profile. What an interesting woman!

If I had to choose between her and Evan Bayh I would pull the lever for her with no hesitation. I like that she is for term limits and says specifically she is running as a citizen not a politician.

Although it sounds like she is still gathering signatures to just get on the ballot. Good luck to her for stepping up to the plate!
