Senate Democrats draft $82.5 billion jobs plan

WASHINGTON -- Top Senate Democrats have drafted an $82.5 billion "jobs" plan that would help small businesses, boost spending on road construction and mass transit, and give local governments money to retain teachers.

The draft document proposes $20 billion for a job creation tax credit and $12.5 billion to retrofit homes and businesses to make them more energy efficient. It has not been publicly released but a summary was obtained by The Associated Press.

The debt-financed plan faces a difficult path through Congress, especially since Republicans now control enough seats to maintain a filibuster in the Senate. The House passed a significantly larger plan last month.

The plan also would rescind $150 billion in unused Wall Street bailout authority.

A spending freeze is the Republcian Solution to this situation. The Democratic (i.e., sane) Solution is to create short-term deficits in order to stimulate the economy. Actually, it was the Republican Solution back in the 1980's -- it's just that Reagan spent the money on military hardware. Same effect, though.

Not all spending results in job creation. There are ways to get more bang for the buck. Using some of the left over bail out funds for a jobs bills sounds smart.

I wish they would quit talking about this and just do it. Replacing my old wooden '70s windows in the house and/or my 20 yr. old heat pump are the ONLY major purchases I can see myself committing to for the foreseable future. Cutting my energy comsuption by 50-60% would immediately give us more dollars to spend for something else.
