There were some from the White House, the Senate and the House that thought it was over. Thankfully, others kept pushing.

2. My instinct is that Pelosi and her group.

They apparently had a good Whip in James Clyburn and whoever else he utilize to determine how the votes were going to turn.
Dingel, Lewis and others were probably very instrumental.

Part of it is the knowledge of House proceedings and political wisdom in knowing the pitfalls if they didn't pass the bill. They had to know that if they didn't pass it they were going down in flames.
