Doable, realistic, cheap, quick....
determine ocean current ad area of upwelling oil...this concept only concerns oil floating to surface.
Call out 60 to 80 ships to encircle the upwelling are with 1 mile to spare....consider a large circle(oval) 0ver/surrounding the upwelling oil made up of ships tied to each other bow to stern...the ships will be held in place by a fleeet of tugs
Wherever the current wind blows the floating oil is an attached flume held up with large floatinf pipes with 2 feet barriers made of rubber liner to form an elongated flume of sorts for pumps to recovery vessels.
the ships would hang a drape like liners 20 to 30 deep and connected to form an oil leak barrier...
nozzels should be tested for expiditious channeling at the mouth of the flume...not sure of the GPM but I thing the mouth should be 20 to 30 wide and 4 feet deep....even if flow speed is only 1 mile per hour...the gpm should be adequate for hugh recovery
there should be an open area of the encircling ships to allow egress and regress for well head operations..
its flexible to adjust for wind current
bottom of them liners should be anchor
liners can be of canvas or membranes used for pondliners of adequate grade......
