when she thought praise was due, but has never failed to criticize when she thought it was deserved. That's one of the reason's I think she's so effective.

I'm sure her praise was sincere, she didn't intend to be taping a political commercial. Who knows what she thought of him using it, but I would be surprised if she was pleased about it.
