Obama after the elections could actually attempt to lead. He might even do so, but why would he find it more difficult?

come back after the elections and do absolutely nothing to help the country.

3. The lame duck congressional session is the window between the November elections...

and when the new Congress is sworn into office in January. Some Reps will have already been voted out of office so it might be easier for them to vote on more "controversial" bills.
