On the agenda
Indiana Gov. Mitch Daniels unveiled his legislative wish list this week. On his agenda:
n Pass a balanced budget without a tax increase.
n Create an automatic taxpayer refund to kick in whenever a state surplus reaches a certain percentage of spending.
n Revamp the state’s collective bargaining law so that teacher pay and tenure would be linked to student achievement.
n Provide more educational options for K-12, including more charter schools.
n Fix the state’s unemployment insurance fund, which is now broke, with a change in unemployment premiums and benefits.
n Prohibit unions from collecting mandatory dues from state employees who are union members.
n Require annual state employee performance reviews in a way that would allow for the best employees to be paid more.
n Abolish township boards and eliminate county commissions in favor of a single county executive.
n Redraw Indiana’s political districts fairly, on the basis of geographic and community boundaries.
n Revamp criminal sentencing laws to address prison overcrowding and manage non-violent offenders in more cost-effective ways.
