Guess greed was not so "good" back then, so they did not end up owning the country, the way China will.

As for "reading", like John Conyers said in "Fahrenheit 911", the staffs of Congress read the bills and then educates the representatives and senators. They can read, they just don't have to.

the DoI of The Constitution, and fully 90% haven't a clue as to how either came about, or how to interpret them. We do have some seriously stupid people in Congress, seriously stupid...:(

about all they need is to be able to repeat sound bites written by think tanks, endlessly raise funds, and show up for the odd vote or two (and vote as their party tells them), and figure out how to make an outrageous headline every now and again.

it's different for democrats, of course. you need to have an ivy league degree and be a rhodes scholar, able to recite tons of facts and figures on a moment's notice, scrupulously avoid the slightest appearance of impropriety, never display any emotions, be able to withstand withering and outrageous lies and attacks, and be able to rouse a crowd, and be a parliamentary genius.

It is in the staff members of Congress. These people are expected to know and actually read the legislation put forth. Then old Senator Grandstandingpants gets on tv and talks about it like he/she knows what they are doing. They got the bullet points version from their staff members.

8. that's certainly true of the word-for-word drafting and reading

and that's been the case for a long time in congress, in both parties.

but the parties have split, and you can't tell me that ted kennedy never actually read legislation or that al franken doesn't, and so on. sure, they start the process with their staff reading the whole thing and pointing them to the parts the boss needs to actually read, but democratic lawmakers, for the most part (at least at the committee level) need to understand the ins and outs in order to negotiate effectively.

republicans only need to know how to grandstand and smear, vote loyally and ask party leaders for support in exchange. so actually reading legislation or the constitution is for them a waste of time that could be spent raising yet more funds.
