You can't have it both ways. Either he's responsible for items passed by Congress and gets to take credit for them, (and therefore will bear the brunt of the blame when the Catfood Commission recommendations are passed), or he's not responsible and can avoid the blame for the Catfood Commission. But then he can't claim credit for all the stuff listed on that website.
