Reagan still has the record of the most corrupt administration with the largest numbers of members who went to jail. Even Bill Clinton, with 24/7 investigations did not beat out his record.

Bush got away because Republicans don't investigate their own, and Democrats from 2006-2008 didn't really investigate Bush to a great extent. He still had Plamegate.

The closest your really come is the Teapot dome scandal that tore apart the Harding administration, and though Harding was dead, destroyed his reputation.

In general, administrations do not investigate previous administrations. Congress can and does have oversight over the executive branch and, historically, they have done any investigating.
