This is a genuine discussion topic, not a leading question. I have vague theories, but no pat answer.
My recollection of the end-stage of the 1993 flame-out is that when the pugs got effective control of the amendment process in the Senate the bill started losing key components and the process was shut down rather than pursuing a mutilated version of the initial proposal.
Some HCR stuff did pass later, IIRC. S-chip, no pre-existing condition bans for group policies, etc..
Presumably *something* could have been cobbled together in the Senate and called HCR.
What has changed since then?
(My recollection may be woefully incomplete, so if reality nullified my question that's an answer in itself.)
