So what will happen in conference on HCR

I don't quite understand much of the commentary on the proposed Senate Bill. After the Senate passes the bill, the House and Senate bills go to conference. The Senate bill will be improved and the House bill will become worse. The pressure on the Senate Democrats plus Lieberman will be intense to support the final bill. No longer will opposition allow them to shape the bill but instead will kill HCR altogether. I'm not giving up, yet.

3. The conference report will be almost exactly the Senate bill, IMO

Otherwise we are back to square one in the Senate.

The conference version will face the same (god damn) 60 vote hurdle. I will face it fewer times, but still face it.

The conference bill cannot be kept off the floor, so there's no motion to proceed obstacle. And it cannot be amended, so there isn't that obstacle.

But it is infinitely debatable and still takes 60 to close debate on it.

So I don't see how any deviation from a 60-vote passed senate bill will be risked in conference.
