18. I would have to say Cain. I don't think he ever intended to be the front runner

but when it happened, he should have made up an excuse right away to leave the race. He would have left his tea-admirers on great terms and maybe had more wiggle room to clean up his skeletons (and be a reformed man) in time for 2016 or something.
