Herman Cain is STILL legally considered a candidate.
Legally he is STILL a candidate.

Federal law doesn’t have a specific definition for “suspending” a political campaign, meaning Cain is still legally considered a candidate.

Because he did not officially drop out of the race, Cain will still be allowed to raise and spend campaign funds as if he were still seeking the nomination.

If he had told supporters Saturday he was ending his bid for the White House, Cain would have been permitted only to raise funds to retire debts accrued on the campaign trail.

Cain will still be required to file financial disclosure reports with the Federal Election Commission at the end of each fund-raising quarter.

p.s. And since he is STILL legally a candidate, I think he will still be receiving taxpayer funded Secret Service protection too.

2. This is common practice for failed presidential campaigns.
Since he is not an active candidate, there would be no reason for the Secret Service to protect him, and I'm sure they will not.

5. Why is it theft? He is not stealing any money from anyone? Any future contributions will be strictly
voluntary. Suspension is a normal tactic which has also been used by Democrats in the past.

6. Federal matching funds
If Cain has not legally dropped out by sometime in January he will still be eligible for Federal matching funds.

8. Yes, that's the way the law reads. He is taking advantage of it as others have in the past. But it
not theft. If you want to call it immoral, I would agree with that.
