why are some threads locked by 'moderator'?

why are some threads locked by 'moderator'?
i don't see it very often, nor do i have any complaints, i've just always been curious how the decision is reached to have a thread locked by 'moderator' rather than by a specific mod.

1. Sometimes the mods just don't want to have to deal
with the inevitable backlash that they know will come from locking a thread.
