My guess is that his seeming indifference to the subject reflected his administration's gloomy prospects for capturing him, given the shift in focus to Iraq and lack of good intelligence on OBL's whereabouts. No doubt the Bush team had people on this the whole time, though the real question is how many and how much funding they received. My guess is not much on both counts.
