I remember Bush not taking any action on it.

Remember the briefing he got on August 6, 2001 titled "Bin Laden Determined to Strike Inside the United States"?

I also remember Bush and Co. claiming the intelligence was bad. They were covering their butts and blaming someone else for their own failings.
