If Bush didn't invade Iraq and paid attention to Bin Laden, he probably would have caught him himsel...
This shouldn't be forgotten. Bush distracted the military and America to the extreme. Chances are Bin Laden would have been killed in 2001-2002 if they didn't hold back troops from Afghanistan for Iraq. Instead Bush let both become messes and Bin Laden roamed free.

2. True enough. I think Bush decided to keep him around as a boogeyman.
Bush thought he'd neutered Bin Ladin, so he could do that.

3. I don't think Bush ever wanted to get bin Laden.
His goal from the beginning was to get back at Saddam for "trying to kill his daddy" so he ignored the warnings about 9/11, therefore allowing it to happen, then tried pinning the blame on Saddam. Osama was never his real target.

The Taliban offered to turn Bin Laden over to a 3rd party like Egypt for his international crimes. Bush rejected the offer.

If he had truly wanted him "dead or alive" he would have made it happen. His "methods" didn't work. They can tell us how great torture is and that was the reason Obama got him but sane and smart people know these are disgusting "talking points".
