Despite Issa's own record of fraud, Iasa did have some decent recomendations about how to handle the Banking System's failure. He wanted the Congress to see to it that the rules already on the books would be followed: to whit, simply utilize legislation passed by Congress in the S & L era. Have the money go directly to banks of all sizes all across the USA, and instead of letting it sit in the coffers of the richest Financial Insittutions, have requirements followed that the money had to be loaned out to businesses on Main street.
