he was state comptroller at one point I believe, but he was a US Senator in the 70s and 80s. He died close to 10 years ago. I was originally going to use my rep (Henry Waxman) as my screen name, but most people would think it was him since he is still alive.
Anyways here is California. These districts were the original 1971 democrat plan that was vetoed by Reagan. The courts said that these districts could only be used for one election, and that the courts would redraw it for the 1974 elections.
1st district - basically the coastal northern part 56-44 Nixon
2nd - basically the inland northern part - 55-45 Nixon (this is the strange part of CA where Obama underperformed McGovern in some counties)
3rd - basically identical to the current 5th. 51-49 McGovern
4th (took in parts of Glenn, Colusa, Sutter, Yuba, Yolo, Solano and other areas). 54-46 Nixon
5th - similar to Pelosi's current district. 64-36 McGovern
6th - parts of SF, and Marin counties. 52-48 Nixon
7th - similar to the current 9th. 65-35 McGovern
8th - Pete Stark's district. 52-48 Nixon
9th - downtown San Jose. 52-48 McGovern
10th - suburban areas of Santa Clara county - 61-39 Nixon
11th - this is similar to the district Tom Lantos represented. 53-47 Nixon
12th Central Coast (Santa Cruz, San Benito, Monterrey, San Luis Opisbo area) 56-44 Nixon
13th - this district is similar to the current 24th district. 64-36 Nixon
14th - Contra Costa area. 55-45 Nixon
15th - suburban Sacramento, Stockton, Modesto. 56-44 Nixon
16th - Fresno and Merced counties. 52-48 Nixon
17th - Silicon Valley Area. 52-48 Nixon
18th - eastern Merced, eastern Stanislaus, Amador, Calaveras, Tuolumne, Mariposa, Madera, Mono, Inyo, Tulare, and parts of Kern. 60-40 Nixon
19th Pico Rivera, Commerce, Bell Gardens, Whittier, Norwalk, Santa Fe Springs. 59-41 Nixon
20th - Pasadena, Glendale area. 68-32 Nixon
21st - similar to Maxine Waters' current district. 74-26 McGovern
22nd - San Fernando Valley area. 56-44 Nixon
23rd - Downey, Bellflower, Artesia, Cerritos, Fullerton, La Palma, western Anaheim, Garden Grove. According to the 1974 almanac of american politics, this area had a racist reputation back then and elected conservative Del Clawson. 70-30 Nixon
24th - similar to Howard McKeon's district in the 1990s. 73-27 Nixon
25th - La Puente, Walnut, Industry, Covina, Glendora, La Habra, San Dimas. 70-30 Nixon
26th - Beverly Hills/Hollywood Area. 55-45 McGovern
27th west LA, Simi Valley area. Barry Goldwater's son represented this district. 64-36 Nixon
28th Santa Monica Palos Verdes area, Manhattan and Hermosa Beach. 56-44 Nixon
29th - Alhambra, Monterrey Park, Rosemead, El Monte, Baldwin Park. 54-46 Nixon
30th - similar to the current 31st. 52-48 McGovern
31st - Torrance, Redondo Beach, El Segundo, Lawndale, Hawthorne, Gardena. 57-43 Nixon
32nd Long Beach, Seal Beach, Los Alamitos, Fountain Valley, Huntington Beach. 67-33 Nixon
33rd all of San Bernardino county except for the city of San Bernardino. 67-33 Nixon
34th Cypress, Buena Park, Stanton, Westminster, Santa Ana, Lakewood, Hawaiian Gardens. 66-34 Nixon (surprisingly this was a democrat represented district)
35th Carson, Rolling Hills, Lynwood, Paramount. 54-46 Nixon
36th - parts of Santa Barbara, San Luis Opisbo and Kern counties. 59-41 Nixon
37th - similar to the current 33rd. 64-36 McGovern
38th - the cities of Riverside and San Bernardino and areas in between. Surprisingly this district was only 22% hispanic back then. 52-48 Nixon.
39th Brea, Yorba Linda, Placentia, East Anaheim, Orange, Villa Park, Tustin, Costa Mesa, parts of San Juan Capistrano. 75-25 Nixon
40th northside of San Diego. 64-36 Nixon
41st - similar to Bob Filner's current district. 57-43 Nixon
42nd - Northern coastal suburbs of San Diego (I'm guessing Carlsbad, Oceanside, San Marcos) as well as Laguna Beach, Newport Beach, and San Clemente. 70-30 Nixon
43rd - the part of Riverside County not in the city of Riverside, Imperial, and inland San Diego county. 64-36 Nixon
