Fisherman speaks out about finding man with chain around neck floating near nuke plantCBS 6 spoke Friday night with the fisherman who first spotted a man with a chain around his neck and floating in a raft near the Surry Nuclear Power Station.
Allen Jenkins says he was on his boat with his son and a friend about 7:00 a.m. Friday morning, when he spotted the inflatable boat. Jenkins says he pulled up next to the raft to investigate, and that is when he saw the man lying down with a chain around his neck. The chain was attached to a black box.
"And I said, 'where are you from,' and he said 'I'm from right here,'" Jenkins said. "And I said, 'man, you're floating in the middle of the James River with chains around you! What is going on, how did you get like this . . . who done this to you?'"
Jenkins says the man then reached under himself like he was going to grab something, but then fell back down. That is when Jenkins called the Coast Guard.
