Sessions never sworn-in; could affect health repeal bill timing!
Three would-be members of Congress were never sworn in yesterday, including National Republican Congressional Committee Chairman Pete Sessions, which could have an impact on when the health care repeal bill is brought to the floor.

The Texas Republican is a member of the Rules Committee, which has been engrossed all day in debating how to bring the health-care repeal bill to the floor. Debate on the bill is supposed to begin tomorrow, and it is supposed to be voted on Wednesday.

But the news that Sessions -- who participated in debate and votes today in committee -- wasn't sworn in could throw a wrench into that timeline.

1. That means he loses some seniority
a few days but it can make a difference.

9. Are you sure?
Maybe House seniority rules are just different from Senate ones, but it was repeatedly mentioned that Murkowski would've lost her seniority if Joke Miller had managed to keep his frivolous court challenges going past the swearing-in date.

4. What the Democrats should do.
Whenever any Republican gets up to speak, they should ask to be recognized by the Chair for a point of order, requesting that the House Parliamentarian verify the the gentleman or lady in question has, in fact, been sworn as a Representative.

Let's try an oldie but a goodie: The Repukes claimed Clinton wasn't really president because he didn't get more than 50 percent of the vote--never mind the fact a lot of people voted for Perot. So...obviously if a Republican didn't receive more than 50 percent of all the potential votes in his or her district, he or she isn't a legitimate officeholer.

10. Did Rep Who Skipped Swearing In For Fundraiser Break The Law?
A Republican who missed the swearing-in ceremony on the House floor because he was at a fundraiser in the Capitol has removed critical details of the event from his website.

A spokesman for Rep. Mike Fitzpatrick (R-Pa.) told The Huffington Post that the event was not a fundraiser and that the funds being solicited were intended merely to cover the cost of bus transportation from the district. If supporters traveled to Washington on their own dime, he said, they could attend the event for free.

But, say congressional ethics experts, the fact remains that Fitzpatrick solicited campaign cash for an event at the Capitol, a clear violation of House rules. Money that the campaign spent on the event would be considered campaign expenditures.

Rules about fundraising on federal property in general and in the Capitol specifically are as strict as possible: It is illegal even to use a personal cell phone to raise funds from the Capitol and campaign events are broadly forbidden.
