A. They're not making enough money to pay income tax.
B. They're still paying payroll tax, sales tax, gasoline tax, etc.

4. A good bit of that 50% are not middle class: also payroll taxes are paid on even the first dollar of

income, but the uber-wealthy typically pay social security taxes on but a minuscule portion of their total income and typically the tax rates on the bulk of their income (capital gains and dividends) are not much higher than the total payroll taxes paid on the lowest of wages. :patriot:
