Instead of using the military (which they still do in some cases) it's done with "Free Trade" agreements.
on edit: on the other hand, why would they need a Free Trade agreement to allow this? Aren't tax cheats doing this already, as in the notorious UBS scandal that resulted in the whistleblower going to jail?
