I don't know how usual this is for the area..at this time of the year..but it certainly caught folks by surprise

2. Two drops of rain and the streets become skating rinks.
All the oil that soaks into the pavement the other 99% of the time it doesn't rain comes back up to the top. And a good percentage of people have no idea how to adjust to those conditions.

It's very, very dangerous.
