would it not be legal? It is a committee formed to make recommendation to the full Congress. :shrug:

5. It's perfectly legal...
The Constitution says nothing about how the House and Senate are organizes, or what their rules and procedures are. Committees have been around since the Congress began, as have rules governing the ability to offer amendments to legislation.
