Justice is an accidental byproduct.
Many here and elsewhere feel that innocence or guilt, truth and justice should be the aim of our rule of law. It is, but only obliquely. Our adversarial system having been deemed the most likely configuration to approach truth and justice. All the hand wringing in the world will not change this.

This being the case, our best efforts would be in ensuring the system against political aspirations and undue emotionality. This could be advanced by NOT including victim type pleas for throwing the book at and losing the key.

Also, we need to empower our judges with discretion, instead of mandatory minimums, and end political pressure to find someone to punish, vengeance being our goal.

2. Laws are created to keep rich people rich. That's all. Anything over and above that is, as you say,
incidental.
