These numbers raise the question of whether it makes sense to continue the current high level of legal immigration and also whether to continue to tolerate illegal immigration which is the conclusion of every CIS study.
The information presented by the CIS MAY be true, but they'll throw any number out there to make their immigration reductionist case. I would look for verification from more progressive or, at least, neutral organizations.
