Grand juries do not call the target because they don't want to grant any immunity of any kind if they can avoid it, in my experience.

But grand jury witnesses can say anything they please to anyone. Jurors can't.

But this seems to be a normal rounding up of little fish to use as witnesses to catch the big fish. And Walker is the biggest fish in Wisconsin.
