Private homes sales in Cuba 'positive step': US

WASHINGTON — US Deputy Secretary of State William Burns said on Friday that communist Cuba appears to have taken a "positive step" in allowing its citizens to buy and sell homes for the first time in 50 years.

"We see that, if it's implemented, as a positive step in the straightforward sense of allowing Cubans greater freedom in how they shape their future," Burns told the World Affairs Councils of America after giving a speech on foreign policy.

"More broadly, the relationship remains extremely complicated, one (where) we continue to have very deep concerns about the behavior of the regime in Havana," the number two US diplomat said when asked what steps Washington was taking to normalize ties with Cuba.

"They deny basic rights and basic opportunities to their own people and so it remains a very tricky relationship to manage," Burns added.
