He said he would go into each year with no automatic aid guaranteed to anyone. He said our normal recipients would have to make their case for continued aid. Perry then made very clear he considers Israel to be a special friendship for whom aid will continue as usual. Perry loves Israel, if anything he'd probably increase aid. The only Republican candidate with anything different to say is Paul, but he is a libertarian with no chance of winning the GOP nomination.
