San Diego police arrested East County activist Ray Lutz for trespassing on private property at Civic Center Plaza Tuesday afternoon after he set up a voter registration table and refused to remove it.
Lutz is a former congressional candidate who is active in the ongoing Occupy San Diego protests, which the police have monitored for weeks.
San Diego Police Lt. Andra Brown said Lutz was placed under citizen’s arrest by a security guard employed by the building owner at 1200 Third Avenue on the edge of Civic Center Plaza.
Brown said Lutz refused both the guard’s and the police officers’ request to leave and to remove a table, chair and box from private property in front of the building. Officers then "effected" the security guard's arrest, Brown said.

It goes without saying that if you are a LAWYER from SANDAG petitioning city council and you put your briefcase on Civic Center Plaza not one cop will bother you. But if you are an activist... yes it is already in the courts. and in this case... FEDERAL STATUES come to mind.
