and a white bearded man, were organizing the crowd with megaphones, but also using the "human microphone" to repeat what they said. After they were finished, a person near them tried to take the megaphone, but the woman said, no no no that's my megaphone. The guy says, can I say something? And I guess she told him to use the "mic check" method if he wanted to say anything. Then she and the white-haired guy went into a conclave and ignored him while he was speaking.

but didn't actually confront the camp at its edges until something like 4:30 or 5AM.

It's been done this way in other cities: They want to wait out the crowd and then move in. Could take hours. They know they're being recorded, although Villainaigosa probably doesn't give a whoopty shit about something like that.
