2. It's more grandstanding.

They know that the Democrats in the Senate and the White House are liable to save them from having to follow through.........and they should know that giving more tax breaks to the rich will kill them in the elections. At least it will if the Democrats and sensible people keep pointing out that that's counter-productive.
