On Monday, one Manuel Castelao Bragana was appointed Spain's president of the General Council of Spanish Citizens Abroad, which is part of the Ministry of
Labor and Social Affairs.The next day, a board vote was taken, yielding nine votes in favor, but 10 were required to carry.
"It's OK. Are there nine votes? Put 10. Laws are like women -- they are there to be raped," Castelao told the board members and other government officials and visitors, mostly women.

Unrelated "situation." Yeah, that's it. That's the ticket!
