A word of caution, though. There could have have been some kabuki in the votes because all of the Republicans who were present voted for it, predictably (only McCain and Sessions on the Republican side were not present and only Kennedy on the Democratic side ). So, they did not need that many Democrats voting for it in order to pass it.

I just copied the whole record of that vote and pasted. I have no idea why Clinton and Feingold fell out.

But, I digress....To answer your implied question, surprisingly, perhaps, Clinton voted nay. (Trying to recoup the love of liberals after losing the primary to Obama, just in case she ran again in 2012 or 2016?)

Not at all surprisingly, Feingold voted nay.

Of course, Feingold was also the lone, one and only, Senator of any political party to vote against the Patriot Act in 2001. (Sanders was not in the Senate then.)

McCain, who I believe was a bit ahead of Obama at that point, was absent.

Maybe he was busy then saving the U.S. economy from the effects of Gramm, Blilely Leach, named in part after his former campaign financial advisor, Phil Gramm. Or did that come later? (How quickly we forget!)
