Besides, he had an agreement with Reid that he (Cruz) would talk until Reid told him (Cruz) that he could not talk anymore; and Reid had told him noon would be that time. Not only that, but he was filibustering a bill that would defund Obamacare; and Cruz wants to defund Obamcare.

So, Cruz's vow to talk until he could talk no longer was a bit of doubly deceptive drama.

Of course, the US Senate will also accept a "notice of intent to filibuster." But, that does not yield hours of TV camera face time.
