According to a report by San Diego police, a woman in her 20s who attends San Diego State University said she saw Lizura standing in the glass door of the offices of Latin American Multimedia Corp. on Adams Avenue near 39th Street. She reported that he was fully clothed but masturbating while looking at her as she waited at a bus stop.

Another witness at the bus stop claimed to have seen the incident as well, said police Lt. Andra Brown.

Police who went to the building learned that Lizura had been there at the time. When questioned about it, he reportedly told police that he was there and had been adjusting the blinds.
