He spends a lot of time discussing the type of government that has to be established--not proportional, based in ethnicity or religion--but representational, a bicameral structure "to which voters elect individual politicians to represent their constituencies"...which.." may force parties toward the political center than the extremes.
I would be very surprised if this piece isn't incorporated somehow into Kerry's plans....or if named as VP, Clark doesn't become the official' "plan guy" for the ticket....
