With the total of 31 convictions during the Reagan years, he certainly leads in the department. BUT it is mind boggling that Dubya's been in office a little more than 3 years and is gaining the impression as the most corrupt ever. The only reason we're not seeing convictions, (yet) is that the Senate and House Repukes are just as corrupt for providing cover for this administration.
