There's a sense that while the African American Communty may not be in play, the hispanic community may be. So Rice and Powell don't raise the same kinds of questions I guess.

But of course both of these attitudes reflect the same racial bias.

"Rice and Estrada aren't white; therefore they shouldn't hold office."

"Why don't Democrats support Rice and Estrada; after all they aren't white?"

In both questions the only important thing about Rice and Estrada is thier race. I personally don't like ignoring race, but I don't want to make it my soul concern either.
